Very tough question but Iran has a much stronger military. However, both should not be a big threat.

North Korea's Kim Jung Il is obviously mad as a bat, but he has also isolated his country and won't have enough money to wage war on foreign soil. Iran would like to see the destruction of Israel and the demise of the Western world. The Irani leaders have more resources and allies that could help them accomplish this.

North Korea has been threatening nuclear action for years, and we know for certain they have the weapons. Iran really did not do anything out-right against us, and we are unsure of the weapons they actually possess.
